State College housing, Raleigh, Wake County, North Carolina.7 He was travel on 31 January 1955 at Aukland, New Zealand.3 He earned a Ph.D. degree in 1961 from Case Western Reserve University.8 He was employed by System Development Corp. in 1961 at Santa Monica, Los Angeles County, California.9

Charles was honored on 1 January 2005. The ASTM International Committee E11 on Statistical Methods presnted him with the Harold F. Dodge Award "for his professional statistical expertise and publications in the fields of sampling of materials and interlaboratory studies, and his continuing technical advice in support of E11 standards development." He was a member of the American Association for the Advancement of Science, the American Statistical Association, the International Association of Survey Statisticians,Sigma Xi, and the Psychometric Society.
